i don't think they had to push too hard...
...the administration has been hinting at it for a long time. they'd say they wanted a diplomatic solution to the "problem" they have with iran, but they'd never meet with them AND when an official did something even SEEMING like negotiating or just "being nice" to an irani official there was hell to pay to the higher-ups. if you want me to i can look up the incident i'm referring to--i think it took place in switzerland.
