CIA, Microsoft, Diebold, Congress Busted for Editing Wikipedia New Software Shows

Credibility Of Wikipedia Takes a Dive After Wired Exposé
Online encyclopedia outed as bias tool of intelligence agencies, corporations by new Wikipedia Scanner database

The credibility of the online encyclopedia Wikipedia has taken another dive after a newly developed software program exposed how the CIA, corporations like Diebold and others routinely edit entries to bury criticism and manipulate the truth.

In our previous investigation, we revealed how a group of trolls were engaged in a concerted campaign to erase the 9/11 truth movement, along with a host of other controversial subjects, out of cyber existence by voting to delete pages about subjects and individuals that obviously warrant a page on Wikipedia.

Examples we cited included such manifestly provable "conspiracy theories" as "List of Republican sex scandals," "People questioning the 9/11 Commission Report" and "Movement to impeach George W. Bush".

Trolls were even allowed to delete the Wiki page for Dylan Avery, who has appeared on Fox News, CNN and in hundreds of newspaper reports. Avery is the producer of the most watched documentary film in Internet history, he clearly merits a biography page on an online encyclopedia, but Wikipedia had no qualms in letting Morton Devonshire and other trolls deep six the entry.

Devonshire and his cohorts have exhibited extreme bias and agenda driven tactics in organizing to purge Wikipedia of material about the 9/11 truth movement, but Wikipedia hasn't done a damn thing to stop it.

Now a CalTech graduate student has developed a software tool that threatens to slam the final nail in the coffin of any credibility Wikipedia had left.

"Wikipedia Scanner -- the brainchild of CalTech computation and neural-systems graduate student Virgil Griffith -- offers users a searchable database that ties millions of anonymous Wikipedia edits to organizations where those edits apparently originated, by cross-referencing the edits with data on who owns the associated block of internet IP addresses," reports Wired News.

"On November 17th, 2005, an anonymous Wikipedia user deleted 15 paragraphs from an article on e-voting machine-vendor Diebold, excising an entire section critical of the company's machines. While anonymous, such changes typically leave behind digital fingerprints offering hints about the contributor, such as the location of the computer used to make the edits."
"In this case, the changes came from an IP address reserved for the corporate offices of Diebold itself. And it is far from an isolated case. A new data-mining service launched Monday traces millions of Wikipedia entries to their corporate sources, and for the first time puts comprehensive data behind longstanding suspicions of manipulation, which until now have surfaced only piecemeal in investigations of specific allegations."

Griffith has compiled a list of different corporations and branches of government that have abused the so-called impartiality of Wikipedia to essentially edit the truth out of existence, replacing it with a PR friendly facade favorable not to the facts or any sense of neutrality, but only to the interests of the parties concerned.

The Wikipedia Scanner (wikiscanner.virgil.gr/) also allows users to type in an IP range and find out which organizations are editing what pages on Wikipedia.

"The result: A database of 5.3 million edits, performed by 2.6 million organizations or individuals ranging from the CIA to Microsoft to Congressional offices, now linked to the edits they or someone at their organization's net address has made. Some of this appears to be transparently self-interested, either adding positive, press release-like material to entries, or deleting whole swaths of critical material," concludes the Wired report.

Unless Wikipedia founder Jimmy Wales (pictured top) acts immediately to completely restructure Wikipedia's entire operating system, the online encyclopedia will gradually combust and degenerate into nothing more than a laughing stock.

From many quarters, the giggles are already being heard.

"I'm going to log on to Wikipedia here and I am going to change it," said comedian Stepehen Colbert. "You see, any user can change any entry. And if enough other users agree with them, it becomes true."

Though Wikipedia's raison d'etre is obviously based around allowing users to edit the content, the checks to prevent abuse and organized partisan attack campaigns against certains subjects or ideas are non-existent and the absence of any kind of reasonable moderation is destroying Wiki's reputation.

Wikipedia is fast becoming a complete anathema to reliable research and will see its wavering reputation as a trustworthy source for information quickly evaporate if it continues to allow itself to be abused by intelligence agencies, corporations and dedicated trolls.

Bush Isn't Spying on al Qaeda ... He's Spying on You

The extraordinary secrecy surrounding the spying operations revealed in Alberto Gonzales' Senate testimony is not aimed at al-Qaeda, but at the American people.

The dispute over whether Attorney General Alberto Gonzales committed perjury when he parsed words about George W. Bush's warrantless surveillance program misses a larger point: the extraordinary secrecy surrounding these spying operations is not aimed at al-Qaeda, but at the American people.

There has never been a reasonable explanation for why a fuller discussion of these operations would help al-Qaeda, although that claim often is used by the Bush administration to challenge the patriotism of its critics or to avoid tough questions.

On July 27, for instance, White House press secretary Tony Snow fended off reporters who asked about apparent contradictions in Gonzales's testimony by saying:

"This gets us back into the situation that I understand is unsatisfactory because there are lots of questions raised and the vast majority of those we're not going to be in a position to answer, simply because they do involve matters of classification that we cannot and will not discuss publicly."

Discussion closed.

But al-Qaeda terrorists always have assumed that their electronic communications were vulnerable to interception, which is why 9/11 attackers like Mohamed Atta traveled overseas for face-to-face meetings with their handlers. They limited their phone calls to mostly routine conversations.

The terrorists also had no reason to know or to care that the U.S. government was or wasn't getting wiretap approval from the secret court created by the Foreign Intelligence Surveillance Act. They simply took for granted that their communications could be intercepted and acted accordingly.

It never made sense to think that al-Qaeda terrorists suddenly would get loose-lipped just because the FISA court was or wasn't in the mix. The FISA court rubber-stamps almost all wiretap requests from the Executive Branch for domestic spying, and overseas calls don't require a warrant.

Can anyone really imagine a conversation like "Gee, Osama, since Bush has to get FISA approval, we can now call our sleeper agents and plan the next attack."

Similarly, there's no reason to think terrorists would change their behavior significantly if they knew that the U.S. government was engaged in massive data-mining operations, poring through electronic records of citizens and non-citizens alike.

The 9/11 attackers mostly stayed off the grid and many of their transactions, such as renting housing, would not alone have raised suspicions. Indeed, the patterns that deserved more attention, such as enrollment in flight-training classes and the arrival of known al-Qaeda operatives, were detected by alert FBI agents in the field but ignored by FBI officials in Washington -- and by Bush while on a month-long vacation in Texas.

The 9/11 attacks were less a failure of intelligence than a failure of political attention by Bush's national security team.

Americans in the Dark

So what's the real explanation for all the secrecy about the overall structure of the so-called Terrorist Surveillance Program?

The chief reason, especially for the excessive secrecy around the data-mining operations, appears to be Bush's political need to prevent a full debate inside the United States about the security value of these Big Brother-type procedures when weighed against invasions of Americans' privacy.

Bush knows he could run into trouble if he doesn't keep the American people in the dark. In 2002, for instance, when the Bush administration launched a project seeking "total information awareness" on virtually everyone on earth involved in the modern economy, the disclosure was met with public alarm.

The administration cited the terrorist threat to justify the program which involved applying advanced computer technology to analyze trillions of bytes of data on electronic transactions and communications. The goal was to study the electronic footprints left by every person in the developed world during the course of their everyday lives -- from the innocuous to the embarrassing to the potentially significant.

The government could cross-check books borrowed from a library, fertilizer bought at a farm-supply outlet, X-rated movies rented at a video store, prescriptions filled at a pharmacy, sites visited on the Internet, tickets reserved for a plane, borders crossed while traveling, rooms rented at a motel, and countless other examples.

Bush's aides argued that their access to this electronic data might help detect terrorists, but the data could prove even more useful in building dossiers on anti-war activists or blackmailing political opponents. A targeted individual would have almost no privacy in the face of an all-knowing government.

Despite the administration's assurance that political abuses wouldn't happen, the capability would be a huge temptation for political strategists like Karl Rove who have made clear that they view anyone not supporting Bush's war on terror as a terrorist ally.

In 2002, the technological blueprint for this Orwellian-style project was on the drawing board at the Defense Advanced Research Projects Agency, the Pentagon's top research and development arm. DARPA commissioned a comprehensive plan for this electronic spying -- and did so publicly.

"Transactional data" was to be gleaned from electronic data on every kind of activity -- "financial, education, travel, medical, veterinary, country entry, place/event entry, transportation, housing, critical resources, government, communications," according to the Web site for DARPA's Information Awareness Office.

The program would then cross-reference this data with the "biometric signatures of humans," data collected on individuals' faces, fingerprints, gaits and irises. With this knowledge at its fingertips, the government would have what it called "total information awareness" about pretty much everyone.

Masonic Eye

The Information Awareness Office even boasted a logo that looked like some kind of clip art from George Orwell's 1984. The logo showed the Masonic symbol of an all-seeing eye atop a pyramid peering over the globe, with the slogan, "scientia est potentia," Latin for "knowledge is power."

Though apparently unintentional, DARPA's choice of a giant white pyramid eerily recalled Orwell's Ministry of Truth, "an enormous pyramidal structure of glittering white concrete, soaring up, terrace after terrace, 300 metres into the air." The all-seeing Masonic eye could be read as "Big Brother Is Watching."

Former Vice President Al Gore and some civil libertarians noted these strange similarities both in style and substance to Orwell's totalitarian world.

"We have always held out the shibboleth of Big Brother as a nightmare vision of the future that we're going to avoid at all costs," Gore said. "They have now taken the most fateful step in the direction of that Big Brother nightmare that any president has ever allowed to occur."

Besides the parallels to 1984, the administration's assurances about respecting constitutional boundaries were undercut by its provocative choice of director for the Information Awareness Office. The project was headed by President Reagan's former national security adviser John Poindexter, who was caught flouting constitutional safeguards and federal laws in the Iran-Contra scandal of the mid-1980s.

Poindexter was the White House official who approved the transfer of profits from the sale of missiles to Iran's Islamic fundamentalist government to Nicaraguan contra rebels for the purchase of weapons, thus circumventing the Constitution's grant of war-making power to Congress. Under U.S. law at the time, military aid was banned to both Iran and the contras.

In 1990, Poindexter was convicted of five felonies in connection with the Iran-Contra scheme and the cover-up. But his case was overturned by a conservative-dominated three-judge appeals court panel, which voted 2-1 that the conviction was tainted by congressional immunity given to Poindexter to compel his testimony to Congress in 1987.

Though Poindexter's Iran-Contra excesses in the 1980s might have been viewed by some as disqualifying for a sensitive job overseeing the collection of information about nearly everyone on earth, DARPA said it sought out such committed characters to run its projects.

'Scrapped' Program

When the "total information awareness" project was disclosed, public outrage forced the Bush administration into retreat, ousting Poindexter and supposedly scrapping the massive data-mining program.

What is now apparent, however, is that the Bush administration simply took many of these data-mining features and put them under the rubric of what's known generally as the Terrorist Surveillance Program, or as administration insiders call it, "the TSP."

The data-mining component of the operation is considered so sensitive that in December 2005 when Bush acknowledged the TSP's warrantless wiretapping, he continued his silence about the data-mining aspect.

That distinction is at the heart of the dispute about Gonzales's testimony. The Attorney General told the Senate Judiciary Committee that there was no significant internal disagreement about the legality of the surveillance program undertaken by the National Security Agency, which is responsible for high-tech electronic spying.

However, senior senators -- after noting that former Deputy Attorney General James Comey and FBI Director Robert Mueller recounted high-level threats to resign over the project's legality -- raised questions about whether Gonzales had committed perjury.

In a letter to senior members of the Judiciary Committee on Aug. 1, Gonzales acknowledged that he had parsed his words narrowly.

"I recognize that the use of the term Terrorist Surveillance Program and my shorthand reference to the 'program' publicly 'described by the president' may have created confusion, particularly for those who are knowledgeable about the N.S.A. activities authorized by the presidential order," the Attorney General wrote.

A day earlier, Director of National Intelligence Mike McConnell made a similar point in a letter to Sen. Arlen Specter, R-Pennsylvania. McConnell wrote that after the 9/11 attacks, Bush signed a single executive order which authorized "a number of � intelligence activities."

Defending Gonzales's from perjury accusations, McConnell revealed that, in administration jargon, the Terrorist Surveillance Program is only "one particular aspect of these activities, and nothing more." [Washington Post, Aug. 1, 2007]

Real Reasons

Yet, whether Gonzales's legalistic parsing crossed the line into perjury or not, the larger question is why the Congress and the American people have been kept so ignorant of these programs that the administration feels it can get away with playing word games.

Since al-Qaeda already assumes it's under tight scrutiny -- and since technical secrets of the surveillance program could still be legitimately classified -- there appears to be no compelling operational reason for blocking a more informed public debate that would weigh the proper balance between liberty and security in a democratic society.

Yet, because of the secrecy that Bush has pulled down around these operations, neither Congress nor the people can evaluate whether the trade-offs of liberty for security are worth it. Leading senators can't even make an informed judgment about whether Gonzales lied to them.

But that, of course, might be exactly the point. The real purpose of all the secrecy appears to be to enable the Bush administration to construct an authoritarian framework -- similar to the "total information awareness" concept -- without the American people knowing that their liberties are facing a draconian threat from intrusive government spying.

President Bush's post-terror attack martial law plan is so shocking that even sitting members of Congress and Homeland Security officials are barred from viewing it, another example of executive über alles and a chilling portent of what is to come as constant reminders of the inevitability of terror attacks reverberate.

Congressman Peter DeFazio (D - OR) was asked by his constituents to see what was contained within the classified portion of the White House's plan for operating the government after a terrorist attack.

Since DeFazio also sits on the Homeland Security Committee and has clearance to view classified material, the request would have appeared to be routine, but the Congressman was unceremoniously denied all access to view the documents, and the White House wouldn't even give an excuse as to why he was barred.

"I just can't believe they're going to deny a member of Congress the right of reviewing how they plan to conduct the government of the United States after a significant terrorist attack," DeFazio told the Oregonian on Friday.

"We're talking about the continuity of the government of the United States of America," DeFazio says. "I would think that would be relevant to any member of Congress, let alone a member of the Homeland Security Committee."

"Maybe the people who think there's a conspiracy out there are right," DeFazio concluded.

The article also quotes Norm Ornstein, a legal scholar who studies government continuity at the conservative American Enterprise Institute, who told the paper he "cannot think of one good reason" to deny access to a member of Congress who serves on the Homeland Security Committee.

"I find it inexplicable and probably reflective of the usual, knee-jerk overextension of executive power that we see from this White House," Ornstein said.

The only plausible reason DeFazio was barred access to the documents is that the plans for a post-terror attack continuity of government scenario are so abhorrent that to reveal their true nature would cause a public outcry and lead to a major repeal of what is contained in the documents.

What we already about Bush's recent spate of executive orders, and in particular PDD 51, is bad enough - the provisions outline preparations for the implementation of open martial law in the event of a declared national emergency.

New legislation signed on May 9, 2007, declares that in the event of a "catastrophic event", the President can take total control over the government and the country, bypassing all other levels of government at the state, federal, local, territorial and tribal levels, and thus ensuring total unprecedented dictatorial power.

It is important to understand that, although these powers have been on the books for previous presidents, Bush is the first to openly brag of the fact that he will utilize them and officially become the supreme emperor of the United States in the aftermath of a catastrophe that the government itself has said will happen on innumerable occasions.

According to columnist and author Jerome Corsi, the power grab assures that "The president can declare to the office of the presidency powers usually assumed by dictators to direct any and all government and business activities until the emergency is declared over."

Also in May, it was reported that a high-level group of government and military officials has been quietly preparing an emergency survival program named "The Day After," which would effectively end civil liberties and implement a system of martial law in the event of a catastrophic attack on a U.S. city.

Last year we also exposed the existence of a nationwide FEMA program which is training Pastors and other religious representatives to become secret police enforcers who teach their congregations to "obey the government" in preparation for a declaration of martial law, property and firearm seizures, and forced relocation.

The documents that Congressman DeFazio was blocked from seeing likely interlock with both these programs and detail the overarching agenda to effectively nullify what's left of the U.S. Constitution and firmly ensconce George W. Bush as a supreme dictator.

Only by putting enough pressure on the media and in turn the White House to be transparent about what the secret martial law provisions are can we lead an effort to repeal them before the next terror attack, whether real or manufactured, takes place.

Double Secret Probation?

I was just talking with a friend about the executive order and we were talking about how if you get a National Security Letter stating that you've run afoul with this executive order - you aren't allowed to tell anyone that you got it.
So you can't contest it because you can't talk about it.
Your bank account, personal property and other belongings can be seized - but you can't talk about it.

Isn't that like being on Double Secret Probation like the heroes were in "Animal House"?

my partner thinks I'm nuts to be this up in arms about what is going on in Washington, but it is so disturbing that people are just laying and down letting their rights get taken away like this.

Bush Outlaws All War Protest In United States

In one of his most chilling moves to date against his own citizens, the American War Leader has issued a sweeping order this week outlawing all forms of protest against the Iraq war.

President Bush enacted into US law an 'Executive Order' on July 17th titled "Blocking Property of Certain Persons Who Threaten Stabilization Efforts in Iraq", and which says:

"By the authority vested in me as President by the Constitution and the laws of the United States of America, including the International Emergency Economic Powers Act, as amended (50 U.S.C. 1701 et seq.)(IEEPA), the National Emergencies Act (50 U.S.C. 1601 et seq.)(NEA), and section 301 of title 3, United States Code,

I, GEORGE W. BUSH, President of the United States of America, find that, due to the unusual and extraordinary threat to the national security and foreign policy of the United States posed by acts of violence threatening the peace and stability of Iraq and undermining efforts to promote economic reconstruction and political reform in Iraq and to provide humanitarian assistance to the Iraqi people, it is in the interests of the United States to take additional steps with respect to the national emergency declared in Executive Order 13303 of May 22, 2003, and expanded in Executive Order 13315 of August 28, 2003, and relied upon for additional steps taken in Executive Order 13350 of July 29, 2004, and Executive Order 13364 of November 29, 2004."

According to Russian legal experts, the greatest concern to the American people are the underlying provisions of this new law, and which, they state, are written 'so broadly' as to outlaw all forms of protest against the war. These provisions state:

"(ii) to have materially assisted, sponsored, or provided financial, material, logistical, or technical support for, or goods or services in support of, such an act or acts of violence or any person whose property and interests in property are blocked pursuant to this order; or

(b) The prohibitions in subsection (a) of this section include, but are not limited to, (i) the making of any contribution or provision of funds, goods, or services by, to, or for the benefit of any person whose property and interests in property are blocked pursuant to this order, and (ii) the receipt of any contribution or provision of funds, goods, or services from any such person.

(c) the term "United States person" means any United States citizen, permanent resident alien, entity organized under the laws of the United States or any jurisdiction within the United States (including foreign branches), or any person in the United States.

All agencies of the United States Government are hereby directed to take all appropriate measures within their authority to carry out the provisions of this order and, where appropriate, to advise the Secretary of the Treasury in a timely manner of the measures taken."

To the subsection of this new US law, according to these legal experts, that says "...the making of any contribution or provision of funds, goods, or services by, to, or for the benefit...", the insertion of the word 'services' has broad, and catastrophic, consequences for the American people in that any act deemed by their government to be against the Iraqi war is, in fact, supporting the 'enemy' and therefore threatens the 'stabilization of Iraq'.

In an even greater affront to the American people are the provisions of a law called The Patriot Act, and that should they run afoul of this new law they are forbidden to allow anyone to know about it, and as we can read as reported by the Seattle Times News Service:

"The [Patriot] act also expands the use of National Security Letters, which are a kind of warrant that the Justice Department writes for itself, authorizing its agents to seize such things as records of money movements, telephone calls and Internet visits. Recipients of a National Security Letter are not allowed to tell anyone about them, and so cannot contest them."

It is interesting to note, too, that this is not the first time that the United States has unleashed the brutal power of their government against its citizens to further their war aims and stifle domestic dissent, as during the European conflict of World War I they enacted a law called The Sedition Act of 1918 and which "...forbade Americans to use "disloyal, profane, scurrilous, or abusive language" about the United States government, flag, or armed forces during war."

It is curious to note that after the enactment of this new law there has been no protest by any of the other political leaders in the United States, with the exception of the only Muslim member of the United States Congress, Minnesota Democrat Keith Ellison, and who compared President Bush to the Nazi War Leader Adolph Hitler by stating the attacks upon the World Trade Center could be likened to the burning of the Reichstag.

Today, as the United States faces an imminent economic collapse, while at the same time its war bill has reached the staggering amount of $648 billion, one of the last freedoms the American people have had to protest their leaders actions against them, and other peoples in the World, has now been taken away from them, the freedom to speak and write in opposition to what is being done to them.

"If liberty means anything at all, it means the right to tell people what they do not want to hear.", said the great British writer George Orwell, but, and sadly, liberty has been lost to the once free people of the United States who are no longer allowed to tell their leaders, or each other, what they don't want to hear.

With this being so, the American people should, likewise, contemplate their 'new' future, and as, also, stated best by George Orwell, "If you want a vision of the future, imagine a boot stamping on a human face - forever."

BAGHDAD -- "Yesterday, one of my good friends from another office was telling me they were going to start issuing armored vests to us office types because of the growing danger from mortars. We are being shelled daily and, like everything else, casualties are way underreported . But more important than the flak vests was a file he had copied out and which he gave to me to smuggle out of the country. As I have said, we have strict censorship here on all incoming and outgoing snail mail, email, phone calls and so on. This report is so serious I am making a précis of it and am even now sending it around to various news outlets, both Stateside and elsewhere. I have my sources and believe me, the CIC people here are so stupid they couldn't pour piss out of a boot if the directions were on the bottom.

It states that because of "growing popular unrest in the United States, caused by the prolonged war in Iraq .coupled with obvious Congressional inaction," the U.S. military has drawn up plans for combating domestic U.S. civil insurrections. This is not a theoretical study but a very specific one. Units to be used domestically are listed in detail as are detention centers, etc.

As a result of this, plans are now in train to segregate, retrain and reequip certain anti-insurgent U.S. military units now serving in Iraq and to prepare them for quick transfer back to the United States for use "as needed" The Pentagon command believes that such civil insurrections are not only a possibility but a very real probability in the event that the President and his advisors maintain their present course vis a vis the Iraqi war.

It is interesting to note that "foreign intelligence representatives, now active in the United States" (read Mossad) are to be subject to "arrest, confinement and eventual deportation to their country of origin."

The report and several attached ones, run to almost 900 pages and cannot be put up in their current form. However, I will list some of the more important data here:

This publication uses the term insurgent to describe those taking part in any activity designed to undermine or to overthrow the established authorities

Counterinsurgency is those military, paramilitary, political, economic, psychological, and civicactions taken by a government to defeat insurgency (JP 1-02). It is an offensive approach involving all elements of national power; it can take place across the range of operations and spectrum of conflict

In dealing with the local populace, the primary aims must be to:

·Protect the population.

·Establish local political institutions.

·Reinforce local governments.

·Eliminate insurgent capabilities.

·Exploit information from local sources.

An insurgency is organized movement aimed at the overthrow of a constituted government through use of subversion and armed conflict (JP 1-02). It is a protracted politico-military struggle designed to weaken government control and legitimacy while increasing insurgent control. Political power is the central issue in an insurgency.

An insurgent organization normally consists of four elements:

Leadership.

Combatants (main forces, regional forces, local forces).

Cadre (local political leaders that are also called the militants).

Mass base (the bulk of the membership).



A perceived serious potential of dissident American groups rising up against constituted authority has been clearly identified by counter-intelligence agencies.. The stated cause for such an uprising appear to be growing dissatisfaction with the course and conduct of the war in Iraq, the chronic inability of Congress to deal with various pressing issues and the perception of widespread corruption and indifference to public needs.

The support of the people, passive or active then, is the center of gravity. It must be gained in whatever proportion is necessary to sustain the insurgent movement (or, contrariwise, to defeat it). As in any political campaign, all levels of support are relative.

Insurgent movements begin as "fire in the minds of men." Insurgent leaders commit themselves to building a new world. They construct the organization to carry through this desire. Generally, popular grievances become insurgent causes when interpreted and shaped by the insurgent leadership. The insurgency grows if the cadre that is local insurgent leaders and representatives can establish a link between the insurgent movement and the desire for solutions to grievances sought by the local population

Insurgent leaders will exploit opportunities created by government security force actions. The behavior of security forces is critical. Lack of security force discipline leads to alienation, and security force abuse of the populace is a very effective insurgent recruiting tool. Consequently, specific insurgent tactical actions are often planned to frequently elicit overreaction from security force individuals and units.

Insurgencies are dynamic political movements, resulting from real or perceived grievance or neglect that leads to alienation from an established government.

A successful counterinsurgency will result in the neutralization by the state of the insurgency and its effort to form a counterstate. While many abortive insurgencies are defeated by military and police actions alone, if an insurgency has tapped into serious grievances and has mobilized a significant portion of the population, simply returning to the status quo may not be an option. Reform may be necessary, but reform is a matter for the state, using all of its human and material resources. Security forces are only one such resource. The response must be multifaceted and coordinated, yet states typically charge their security forces with "waging counterinsurgency." This the security forces cannot do alone.

These imperatives are-

· Facilitate establishment or reestablishment of a 'legitimate government'.

· Counterinsurgency requires perseverance.

· Foster popular support for the incumbent US government.

· Prepare to perform functions and conduct operations that are outside normal scope of training.

· Coordinate with US governmental departments and agencies, and with vital non-governmental, agencies.

Urban operations.

· Protection of government facilities.

· Protection of infrastructure.

· Protection of commercial enterprises vital to the HN economy.

· Protection of cultural facilities.

· Prevention of looting.

· Military police functions.

· Close interaction with civilians.

· Assistance with reconstruction projects.

· Securing the national borders.

· Training or retraining a national military police and security force.

Establishing and maintaining local government credibility.

· Contributing local government is both tangible and psychological. Local security forces must reinforce and be integrated into the plan at every stage.

· Facilitate and use information and intelligence obtained from local sources to gain access to the insurgent's economic and social base of support, order of battle, tactics, techniques, and procedures.

Army forces help local pro-government police, paramilitary, and military forces perform counterinsurgency, area security, or local security operations. They advise and assist in finding, dispersing, capturing, and destroying the insurgent force.

US forces may conduct offensive operations to disrupt and destroy insurgent combat formations. These operations prevent the insurgents from attacking government-controlled areas.

There are many organizations and extensive resources available to aid counterinsurgent forces.

Commanders should not overlook the aid these organizations may provide. All forces assigned an AO or function should determine which departments and agencies are assisting in that AO and coordinate actions so that there is no duplication of effort. Such departments,

councils and agencies include-

· National Security Council.

· Department of Defense.

· Department of State.

· Department of Justice.

· Department of the Treasury.

· Department of Homeland Security.

· Department of Agriculture.

· Department of Commerce.

· Central Intelligence Agency.

· Department of Transportation

Various governmental departments directly administer or support other governmental agencies. Examples of these US agencies are-

· The US Coast Guard (under Department of Homeland Security).

· The Federal Bureau of Investigation (under Department of Justice).

· Immigration Customs Enforcement (under Department of Homeland Security).

· Federal Communications Commission

. The proper application of force is a critical component to any successful counterinsurgency operation. In a counterinsurgency, the center of gravity is public support. In order to defeat an insurgent force, US forces must be able to separate insurgents from the population. At the same time, US forces must conduct themselves in a manner that enables them to maintain popular domestic support. Excessive or indiscriminant use of force is likely to alienate the local populace, thereby increasing support for insurgent forces. Insufficient use of force results in increased risks to US forces and perceived weaknesses that can jeopardize the mission by emboldening insurgents and undermining domestic popular support. Achieving the appropriate balance requires a thorough understanding of the nature and causes of the insurgency, the end state, and the military's role in a counterinsurgency operation. Nevertheless, US forces always retain the right to use necessary and proportional force for individual and unit self-defense in response to a hostile act or demonstrated hostile intent.

The media, print and broadcast (radio, television and the Internet), play a vital role in societies involved in a counterinsurgency. Members of the media have a significant influence and shaping impact on political direction, national security objectives, and policy and national will. The media is a factor in military operations. It is their right and obligation to report to their respective audiences on the use of military force. They demand logistic support and access to military operations while refusing to be controlled. Their desire for immediate footage and on-the-spot coverage of events, and the increasing contact with units and Soldiers (for example, with embedded reporters) require commanders and public affairs officers to provide guidance to leaders and Soldiers on media relations. However, military planners must provide and enforce ground rules to the media to ensure operations security. Public affairs offices plan for daily briefings and a special briefing after each significant event because the media affect and influence each potential target audience external and internal to the AO. Speaking with the media in a forward-deployed area is an opportunity to explain what our organizations and efforts have accomplished.

Continuous PSYOP are mounted to-

· Counter the effects of insurgent propaganda.

· Relate controls to the security and well-being of the population.

· Portray a favorable governmental image.

.Control measures must-

· Be authorized by national laws and regulations (counterparts should be trained not to improvise unauthorized measures).

· Be tailored to fit the situation (apply the minimum force required to achieve the de-sired result).

· Be supported by effective local intelligence.

· Be instituted in as wide an area as possible to prevent bypass or evasion.

· Be supported by good communications.

· Be enforceable.

· Be lifted as the need diminishes.

· Be compatible, where possible, with local customs and traditions.

· Establish and maintain credibility of local government.

A control program may be developed in five phases:

· Securing and defending the area internally and externally.

· Organizing for law enforcement.

· Executing cordon and search operations.

· Screening and documenting the population (performing a detailed census).

· Performing public administration, to include resource control.

Support to the judiciary may be limited to providing security to the existing courts or may lead to more comprehensive actions to build local, regional, and national courts and the required support apparatus. To avoid overcrowding in police jails, the courts must have an efficient and timely magistrate capability, ideally co-located with police stations and police jails, to review cases for trial.

Cordon and search is a technique used by military and police forces in both urban and rural environments. It is frequently used by counterinsurgency forces conducting a population and resource control mission against small centers of population or subdivisions of a larger community. To be effective, cordon and search operations must have sufficient forces to effectively cordon off and thoroughly search target areas, to include subsurface areas.

PSYOP, civil affairs, and specialist interrogation teams should augment cordon and search orces to increase the effectiveness of operations. Consider the following when conducting cordon and search operations:

Cordon and search operations may be conducted as follows:

Disposition of troops should-

· Facilitate visual contact between posts within the cordon.

· Provide for adequate patrolling and immediate deployment of an effective re-serve force.

Priority should be given to-

· Sealing the administrative center of the community.

· Occupying all critical facilities.

· Detaining personnel in place.

· Preserving and securing all records, files, and other archives.

Key facilities include-

· Administrative buildings.

· Police stations.

· News media facilities.

· Post offices.

· Communications centers.

· Transportation offices and motor pools.

· Prisons and other places of detention.

· Schools.

· Medical facilities.

Search Techniques include-

· Search teams of squad size organized in assault, support, and security elements.

One target is assigned per team.

· Room searches are conducted by two-person teams.

· Room search teams are armed with pistols, assault weapons, and automatic weapons.

· Providing security for search teams screening operations and facilities.

Pre-search coordination includes-

· Between control personnel and screening team leaders.

· Study of layout plans.

· Communications, that is, radio, whistle, and hand signals.

· Disposition of suspects.

· On-site security.

· Guard entrances, exits (to include the roof), halls, corridors, and tunnels.

· Assign contingency tasks for reserve.

· Room searches conducted by two- or three-person teams.

· Immobilize occupants with one team member.

· Search room with other team member.

· Search all occupants. When available, a third team member should be the re-corder.

· Place documents in a numbered envelope and tag the associated individual with a corresponding number.

SCREENING AND DOCUMENTING THE POPULATION

Screening and documentation include following:

· Systematic identification and registration.

· Issuance of individual identification cards containing-

A unique number.

Picture of individual.

Personal identification data.

Fingerprints.

An official stamp (use different colors for each administration region).

Family group census cards, an official copy of which is retained at the local po-lice agency. These must include a picture and appropriate personal data.

Frequent use of mobile and fixed checkpoints for inspection, identification, and reg-istration of documents.

Preventing counterfeiting of identification and registration documents by laminat-ing and embossing.

Programs to inform the population of the need for identification and registration.

Covert surveillance is a collection effort with the responsibility fixed at the intelligence/security division or detective division of the police department. Covert techniques, ranging from application of sophisticated electronics systems to informants, should include-

Informant nets. Reliability of informants should be verified. Protection of identity is a must.

Block control. Dividing a community or populated area into zones where a trusted resident reports on the activities of the population. If the loyalty of block leaders is questionable, an informant net can be established to verify questionable areas.

More Art Car Prep Happening....

I have found when I've painted other cars for artistic endeavors, that one shot is just bar-none the BEST.
I hate the price of it though - so I was trolling Ebay and lo' and behold - I found several dealers that sell multiple sets of colors and they are a really good deal.

We have been collecting mirrors to cut up and put on our car when we start the transformation process. Now we are playing with different epoxies to see what kind will do best with the sucky winters here in Ohio - we won't be here too much longer - but the car will have to do at least one more winter.

And we continue collecting "stuff" - can't wait to get going on this project.

Roberts has been dubbed the "Father of Reaganomics" and is also a former editor and columnist for the Wall Street Journal, Business Week, and Scripps Howard News Service.

Unless Congress immediately impeaches Bush and Cheney, a year from now the US could be a dictatorial police state at war with Iran.

Bush has put in place all the necessary measures for dictatorship in the form of "executive orders" that are triggered whenever Bush declares a national emergency. Recent statements by Homeland Security Chief Michael Chertoff, former Republican senator Rick Santorum and others suggest that Americans might expect a series of staged, or false flag, "terrorist" events in the near future.

Many attentive people believe that the reason the Bush administration will not bow to expert advice and public opinion and begin withdrawing US troops from Iraq is that the administration intends to rescue its unpopular position with false flag operations that can be used to expand the war to Iran.

Too much is going wrong for the Bush administration: the failure of its Middle East wars, Republican senators jumping ship, Turkish troops massed on northern Iraq's border poised for an invasion to deal with Kurds, and a majority of Americans favoring the impeachment of Cheney and a near-majority favoring Bush's impeachment. The Bush administration desperately needs dramatic events to scare the American people and the Congress back in line with the militarist-police state that Bush and Cheney have fostered.

William Norman Grigg recently wrote that the GOP is "praying for a terrorist strike" to save the party from electoral wipeout in 2008.
Chertoff, Cheney, the neocon nazis, and Mossad would have no qualms about saving the bacon for the Republicans, who have enabled Bush to start two unjustified wars, with Iran waiting in the wings to be attacked in a third war.

The Bush administration has tried unsuccessfully to resurrect the terrorist fear factor by infiltrating some blowhard groups and encouraging them to talk about staging "terrorist" events. The talk, encouraged by federal agents, resulted in "terrorist" arrests hyped by the media, but even the captive media was unable to scare people with such transparent sting operations.

If the Bush administration wants to continue its wars in the Middle East and to entrench the "unitary executive" at home, it will have to conduct some false flag operations that will both frighten and anger the American people and make them accept Bush's declaration of "national emergency" and the return of the draft. Alternatively, the administration could simply allow any real terrorist plot to proceed without hindrance.

A series of staged or permitted attacks would be spun by the captive media as a vindication of the neoconsevatives' Islamophobic policy, the intention of which is to destroy all Middle Eastern governments that are not American puppet states. Success would give the US control over oil, but the main purpose is to eliminate any resistance to Israel's complete absorption of Palestine into Greater Israel.

Think about it. If another 9/11-type "security failure" were not in the works, why would Homeland Security czar Chertoff go to the trouble of convincing the Chicago Tribune that Americans have become complacent about terrorist threats and that he has "a gut feeling" that America will soon be hit hard?

Why would Republican warmonger Rick Santorum say on the Hugh Hewitt radio show that "between now and November, a lot of things are going to happen, and I believe that by this time next year, the American public's (sic) going to have a very different view of this war."

Throughout its existence the US government has staged incidents that the government then used in behalf of purposes that it could not otherwise have pursued. According to a number of writers, false flag operations have been routinely used by the Israeli state. During the Czarist era in Russia, the secret police would set off bombs in order to arrest those the secret police regarded as troublesome. Hitler was a dramatic orchestrator of false flag operations. False flag operations are a commonplace tool of governments.

Ask yourself: Would a government that has lied us into two wars and is working to lie us into an attack on Iran shrink from staging "terrorist" attacks in order to remove opposition to its agenda?

Only a diehard minority believes in the honesty and integrity of the Bush-Cheney administration and in the truthfulness of the corporate media.

Hitler, who never achieved majority support in a German election, used the Reichstag fire to fan hysteria and push through the Enabling Act, which made him dictator. Determined tyrants never require majority support in order to overthrow constitutional orders.

The American constitutional system is near to being overthrown. Are coming "terrorist" events of which Chertoff warns and Santorum promises the means for overthrowing our constitutional democracy?

Getting Ready to Build Our Art Car

my partner and I are gearing up to start painting and gluing things to our art car - we will take pics while we work on it. We are going to make the car a celebration of our lives together and we are definitely painting a Phoenix on the hood of the car because it caught on fire and actually came through it okay the first month after we got it. Plus partner is something of a phoenix himself having overcome some very tall odds to be the great guy he is today.

We are taking a brief vacation to Myrtle Beach then when we get back - we will start working on the car. We hope to have it Art Car Parade Ready in time for the King Wamba Fest !
