Look into community acupuncture, they're popping up all over the place. I go to one here in NYC and know of a few others. They have sliding scales with a minimum set around $25. There's one in Brooklyn that has a minimum of $10 I don't know about ...

I say go to the ENT doctor and get a true diagnosis, then find out if there is a natural remedy. Ringing in the ears which I get from time to time could be anything from an allergy to taking too much tylenol, so get checked out.
