With regards to Act III, I was pretty disappointed. I found the shift in tone sudden, and quite jarring. The first two acts had established a Tick-like setting without serious consequences, where Dr. Horrible can have his enemies waiting for him, his new invention fail, and come away with nothing worse than a black eye and jokes about Captain Hammer throwing large objects at his head. I was not at all prepared for the ending to go anguished, and likewise I found that the heavy emotional tone really didn't work at all when he's walking into the meeting room of the Evil League of Evil to meet a horse.

Other people I have spoken to were disappointed by what they see as a women-in-refrigerators, but I didn't think that Penny had ever had any agency, all along she was just an object for Dr. Horrible to desire and Captain Hammer to take.

I'll have to watch all three acts put together, but right now I feel that the ending doesn't work at all.
