OK folks, I need help figuring out this one.

So Im looking at my yard & notice theres a round silvery thing out on my lawn that wasnt there the day before. I go inspect, & its one of those reflective balloons with colorful stars & circles all over it. It was still fairly fresh, barely deflated, full enough to want to fly away once I pulled the string from two blades of grass that it was loosely tethered to.
