you can, but you've got to be careful with that as anything "glow-in-the-dark" is poison (moderately and of course, regular ink in your body isn't exactly entirely healthy either, but you know what I mean)

As an owner of a foot tattoo, I can assure you that it only hurts as much as you want it to hurt :-)

Tattoos can be white, only with your own skin tone they might turn out more yellowish than white. You'd need really "porcelain" skin to keep it white.
A lot of artists use white to accent and highlight parts of tattoos, or to create more contrast...
