If you want a belt base that already has some shape to it, try sugarpetals.com. These are in heavy interfacing, which I think would still need to be reinforced before covering with fashion fabric, but it provides a place to start.

My Blog
Today I sewed a choli and a short skirt. The choli wasn't an exact fit, and had to have some gathers taken in on the neckline but I think its more interesting now anyway. I think I need to make the choli front to the shoulder point measurement and make the backs wider. This should alleviate the issues I had. I hemmed everything possible before starting assembly and I think that made it easier sewing, over all.
