What is a whip?

People tend to think of a whip as a "Tool for causing pain"

For most of history the whip has indeed endured a tawdry reputation for being a device of torture in non-consensual situations of varying degrees of disrepute.
From the deck a schooner in the hand of a disciplinarian to the Spanish inquisition, whips have been seen in art, literature and drama as a device to cause misery and to make a strong point with a human being.
