Seems to me like she would be in a much stronger position for a genuine run if she had at least successfully finished one term as governor.

This may be more of a cynical strategy to vacuum up as much cash as possible while she still can and perhaps reinvent herself as a grand old pitbull in lipstick (ala Rush Limbaugh in expensive designer drag) rather than as a credible stateswoman. Bad decision, if so, as her interviews suggest she will not motivate a rise out of even the Limbaugh dullards once their fantasies of having sex with her are well-exercised and start failing to command a salute.

Yeah, when you're NOT the governor of a state, they don't ask you where the governors office has been 'reallocating" funds that should have gone to the Bridge. hehe.
