Domestic Relations Court is holding a press conference at 34 South 11th St. for their "Bench Warrant Amnesty 2009" next Thursday, November 12th at 10:00 a.m. and asked for the support and attendance of fatherhood practitioners at the press conference.  There will be a sign on a side door identifying the location of the press conference.&#xD;
&#xD;
It is also being asked that practitioners escort fathers who owe arrears to the court house to have their cases expedited.  The judges have been asked and the judges agreed to not arrest anyone.&#xD;

For the past 12 years, the West Philadelphia Child Care Network has diligently worked to strengthen early education and childcare in West and Southwest Philadelphia through professional development, resource development, and advocacy activities.  Over the years, our mission resonated with many childcare providers and families in our service area.&#xD;
&#xD;
 &#xD;
&#xD;
We are proud of our accomplishments in providing quality professional development to over a thousand childcare providers per year, graduating and empowering over four hundred childcare providers to improve their professionalism through the Child Development Associate Credential and creating innovative programming for young fathers and immigrant communities.  We are also proud of our exceptional Executive Director, dedicated staff, and our community partnerships with Philadelphia Early Childhood Collaborative, Neighborhood Interfaith Movement, The Preschool Project, and other childcare advocacy agencies across the region. &#xD;
&#xD;
 &#xD;
&#xD;
WPCCN has cautiously kept expenses low and vigorously tried to raise funds; however, given the current economy compounded with the uncertainty of future public and private funding, the Board of Directors of WPCCN has decided to cease operations and to close our office located at 4117 Lancaster Avenue in Philadelphia, on December 31, 2009.&#xD;
&#xD;
 &#xD;
&#xD;
The Board of Directors made this decision with a heavy heart, but knowing it was the prudent approach in these difficult economic times.&#xD;
&#xD;
 &#xD;
&#xD;

MR. REGINALD MTUMISHI&#xD;

Mr. Mtumishi suffered illnesses in silent while he continued to diligently serve the youth and community of North Philadelphia and the City of Philadelphia. He was discovered to have succumb to these illnesses on Monday, October 25,2009.&#xD;
&#xD;
At this time services to honor this Matriarch that gave over 40 years of service and devoted his life to leadership and mentoring of children are still pending. However, in an effort to begin to honor his legacy, the Blackhawks family would like invite any and everyone who knew, loved and enjoyed this very special man to join us at a candlelight service that will be held:&#xD;

										&lt;div&gt;On October 16, 1995, I and millions of other Black men participated in the Million Man March. It was an historic day. A great day. It was without question the largest gathering of Black men to ever assemble in the US and probably the world. Those of us in attendance took a pledge to “love our brother as we love ourself.” &#xD;
Today some would have us believe we’re living in a “post-racial society.” We have a Black president. We have Black billionaires, millionaires. We have black cards and black cars. But have we changed our condition as a people from where we were on the eve of the Civil War? Economically the answer is no. Blacks today, own even less than we collectively owned in 1864. Health disparities? We lead the nation in health challenges and have the largest percentage of “uninsured.” Social justice? We’re still sentenced disproportionately and receive longer sentences for the same crimes. And psychologically? Have we learned to “love our brother (sister) as we love ourselves?”&#xD;

										&lt;div&gt;Friends of Sacks Rec And World Champion Philadelphia Phillies Partnership 2009, during the BTF/MLB Equipment Day. This is the response that the World Champions of Baseball has for the efforts in the community. on July 21, 2009, the Phillies organization on behalf of super star Chase Utley awarded $2500 to the organization that represents the inner city fans. Receiving the award on behalf of the Community group is Doug Nesmith, The Friends of Sacks recreation center located at 400 Washington avenue. The Phillies and every major league team has been focusing on enhancing and recruiting the African American baseball players, they realize that there are diamonds and major leaguers that are waiting to be found, in places like The Sacks center, walking distance from the stadium. The funds went into the melting pot of donations that are used for the betterment of the physical area of Sacks and the programing efforts of the group. The basketball leagues, drill team, drum corp and tee ball and the older Phillies rookie players. Against all odds, especially financial, the parents and volunteers are beginning to garner support for their efforts to provide safe forms of recreation and education to the south Philadelphia community. We have found youth and parents that live outside of the Sacks boundaries return to use the center because they fell safe and respect the experience of the volunteers operating the programs. Hat's off to the Sacks family for the well deserved award. The expanding programs at the recreation center and the surrounding community would appreciate any and all donations especially your time, say one hour a week to supervise a activity, the rewards are priceless.&lt;/div&gt;</description>

I have just completed a long overdue updating/upgrading of PhillyNeighborhoods .org. The home page links are more relevant and practical and links on the various subsidiary pages are fixed.&#xD;
&#xD;
Finally..at the top of the home page you'll see an appeal--"Help PhillyBlocks Help You. Donate Now." &#xD;
&#xD;
We've never undertaken an aggressive fund-raising drive before--you know, where people and groups are asked to make contributions. Well...if anyone thinks the Institute for the Study of Civic Values  that sponsors PhillyBlocks is  flush with cash, rest assured that we are not. Far from it. &#xD;
&#xD;
Nothing stable replaced the City contract that was terminated one year ago. I alerted PhillyBlocks and the press to what happened because I saw it as the precursor of much worse. Much worse has been upon us for some time. And now..thanks to the Pennsylvania budget crisis, the other programs ISCV runs are all without payments as well. &#xD;
&#xD;
When you read about groups where the staff is going on unemployment..count us in.  We're there with the rest of the non-profit community that is struggling for survival. When I post information about the budget crisis, it's not  just for you--in this case, it's for us too. We're in this together.&#xD;
&#xD;
Earlier this year Philadelphia Forward shut down. &#xD;
&#xD;
Ed Goppelt terminated Hallwatch without warning in January. One day it was online. Then it wasn't.&#xD;
&#xD;
Are we next? Not without a fight.&#xD;
&#xD;
Since I've made political contributions over the years, I'm on a number of lists that candidates buy to seek out potential donors. So they call. Mid-Day. Themselves. They tell me they're running for this that or the other. They want $500--or $250--$100 if that's all we can afford. In better days, I'd often respond. This  is what they have to do day after day if they hope to get elected. And it often works. One candidate running in a suburban district has already raised $600,000 for his campaign since he declared last spring.&#xD;
&#xD;
That's what people are willing to give to politicians running for office. And more.&#xD;
&#xD;
For nine years, ISCV has run this program without asking for anything from the people who use it. &#xD;
&#xD;
We have no problem with that.  We were able to get support from the Mayor's Office of Information Services and the Office of Housing and Community Development in the previous administration. That's *your* money. You shouldn't have to contribute twice.&#xD;
&#xD;
That's gone and it's not coming back. I'm not inviting--and will not post--anything about what happened last year. It's history.&#xD;
&#xD;
 We've got to turn elsewhere. And the turning elsewhere starts with you--the people who log on here every day for information and discussion on how to make neighborhoods clean, safe, economically viable, and a decent place to raise their children.&#xD;
&#xD;
Candidates raise thousands of dollars to support their campaigns. None of that is tax-deductible. But people give.&#xD;
&#xD;
Can we raise $250,000 to support PhillyBlocks?&#xD;

this has been a great produce for us. Where else can you get a 501c3 umbrella&#xD;
organization that will be up and running in 30 days or lest. What i love about&#xD;
it is they do all of the paperwork and also deals with the IRS for the non&#xD;
profit program.&#xD;
&#xD;
we have insurance plans that cover final rites funds, from birth to age 99, had&#xD;
to insure plans like HIV, Cancer etc.&#xD;

One of the advantages of being at the regional level within the NSDA is, I have the opportunity to share information with others around the US.  What follows is an email from Patricia Hill of the Glendale California Support Group.It is a summary of a meeting with guest speaker Kathy McCoy, PhD in psychology. &#xD;
 &#xD;
" Dr. McCoy has gone on national talking tours, written over a dozen books and articles, and appeared on TV, including Oprah among other accomplishments. She has had patients dealing with toxic exposure,  severe pain, and a myriad of psychological issues brought on by trauma.&#xD;
&#xD;
Dr. McCoy spoke about her own struggles with vocal problems brought on by histoplasmosis (fungal infection of the lung).  She experienced coughing, voice loss, and swallowing difficulties.  After losing her  lung, she experienced vocal chord damage during the surgery.  Although she does not have SD, she can empathize with us.  She has also been able to observe the affects of SD on her friend for the past 60 years. &#xD;
&#xD;
Summary:&#xD;
&#xD;
1.  Voice loss can bring about a gauntlet of questions and it is only NORMAL to wonder if it is anxiety or if it is "all in your head."  &#xD;
&#xD;
2.  Your voice is a huge part of who you are.  Your identity is tied to it so it can be a great loss, whether it comes on suddenly or over time.&#xD;
&#xD;
3.  In dealing with the loss, you can use wit, humor and timed remarks but you have to work that into your personality because humor can be touchy when coming from someone who doesn't usually relate that way.&#xD;
&#xD;
4.  You will meet people who are rude and assume that you are not doing what you should to correct your voice.  You need to categorize these people such that they will fall into a group that you consider uninformed.  Educate them if they are open to it, but move on and give them little credence if not.  You need to be assertive about your voice disorder because you know more about it than the public.  Don't let them tell you what you "should do". Take control.&#xD;
&#xD;
5.  In close relationships, birth family, married family, and friends might tell you to just relax or get over it (your voice disorder).  Again you need to empower yourself and take control by telling them that you have a neurological disorder and you don't just get over it.  &#xD;
&#xD;
6.  With a voice disorder, it is an emotional journey as you grow in inner strength.  Recognize your limitations, but go with your strengths.  KNOW THAT YOU ARE GOOD.&#xD;
&#xD;
7.  With a voice disorder, you look healthy so people tend to be insensitive.  Take this into consideration to understand where they are coming from.&#xD;
&#xD;
8.  When you first meet someone, use the words "I need" because in general people like to help.  So if you say "I need" you to listen carefully because I have a voice disorder, you will get a better response.  Do not go into any explanation other than that, because people have other things to occupy their lives.  If they ask questions, that is fine to tell them more.&#xD;
&#xD;
9.  Never apologize for your voice disorder.  Some people will be responsive and others will not.&#xD;
&#xD;
10.  People will make assumptions about you because of your voice disorder.  "Don't let yourself off the hook."  You need to put yourself out there a little bit at a time.  Don't opt out of things, like conversations, because of fears and insecurities.&#xD;
&#xD;
11.  Self confidence becomes eroded but YOU are the one that needs to take positive steps to get that confidence back.  Surround yourself with positive people and assert yourself in a supportive environment.  &#xD;
&#xD;
12.  Once you've built your "treasure chest of positiveness", you will be easier on yourself and "be good enough" to face the world.  Positive self talk is very important when stress is coming on.  &#xD;
&#xD;
13.  You will have tribulations and triumphs.  Just remember that "this too will pass" and carry on.&#xD;
&#xD;
14.  If there are breaks in family communications, just say NO to their attitudes toward you and free yourself.  Take responsibility for yourself as it is very empowering.  Clarify your feelings, your needs, and deliver the facts about SD.&#xD;
&#xD;
15.  In the face of adversity, rely on your strengths.  Get outside of yourself and reach out to someone who is in need, i.e., Big Brothers, feeding the homeless, church activities, etc.&#xD;
&#xD;
16.  Stop being your own worse enemy.  Don't blame or criticize yourself.  Use your body language to carry you through the rough times.&#xD;
&#xD;
17.  Continue to participate and email with each other as you will  learn more from each other than any other group.&#xD;
&#xD;
18.  There is not always a solution or a fix.  We can't  be perfect.&#xD;
&#xD;
In winding up, I'd like to share a  paraphrased quote from an old movie "Bicentennial Man" with Robin Williams.  He is an android who is made into a humanoid.  The scientist who helps to transform him says, "What makes a human perfect are the imperfections that make him an individual.""&#xD;

According to a report by the Center on Budget and Policy Priorities, at least 21 states have made cuts to public health programs, 22 states have cut programs for the elderly and disabled, 24 states have cut aid to K-12 education, and 32 states have cut assistance to public colleges and universities. The devastation is in the details:&#xD;
&#xD;
In California, around 500,000 children face being denied health coverage due to cuts in a welfare-to-work program. Minnesota has eliminated a program that provides health care to 29,500 low-income 21 to 64 year olds. Rhode Island has eliminated health insurance for home-based childcare providers.&#xD;
&#xD;
Maine has cut funding for homeless shelters. Maryland has cut funding for a school breakfast program. In Tennessee, an estimated 30,000 to 40,000 seriously ill people are expected to lose hospitalization and other needed medical services.&#xD;
&#xD;
In Washington, between 7,000 and 17,000 residents will no longer qualify for a public health care plan for people living just above the poverty line. Utah has cut Medicaid funding for physical therapy, occupational therapy, and speech and hearing services for adults.&#xD;
Michigan, Nevada, California and Utah have dropped coverage of dental and/or vision services for Medicaid recipients. Alabama has canceled services that allow 1,100 seniors to stay in their own homes and avoid being sent to nursing homes.&#xD;
&#xD;
Georgia has cut back on programs that offer the elderly Alzheimer services, drug assistance, and elder support, and made a $112 million cut in an initiative designed to help close the gap in funding between wealthy and poor school districts.&#xD;
&#xD;
Arizona has cut cash assistance grants for 38,500 low-income families. Louisiana has made cuts that could keep mentally ill individuals from receiving the medication they need to manage their conditions. Nevada will make it harder for low-income families to receive cash assistance and health insurance.&#xD;
&#xD;
Virginia has decreased payments for people with mental retardation, mental health issues, and problems with substance abuse. Illinois has cut funding for child welfare and youth services programs. Connecticut has cut programs that help prevent child abuse and provide legal services for foster children.&#xD;
&#xD;
Massachusetts has ordered cuts in geriatric mental health services, and prescription drug assistance, and made cuts in Head Start, universal pre-K programs, and services to help get special-needs children ready for school. Keep in mind, all these services are being cut at a time when more and more people are finding themselves in need of them. It's a perfect storm of suffering.   &#xD;

The Health Plan in Congress obviously is a ploy to take National Health Care off the Table. There are no compromises to make; either America enters the modern age like Germany, England, Canada and all the Communist countries and accepts NATIONAL HEALTH CARE or we will continue to have millions of Middle Class worker get thrown into poverty because of one major illness in the family, and we will continue to be out-priced in the international market because our industries have the heavy added expense of paying for medical care for their employes.&#xD;

The time for National Health Carre is NOW. We lost the bailout trillions down the Wall Street deep pockets, we are are once again in an Afghan Vietnam morass up to our ass; Obama has two strikes and we are only in the first inning. We lose our chance for the same health care our hired servants, our Congressmen get and we have to face the reality that our country belongs to that foreign company called the FEDERAL RESERVE BANK. In a perfect world, all schools would have hired all their teachers by now, &#xD;
allowing for a smooth and seamless start for the next school year. &#xD;
Unfortunately that's not the world Chicagoans live in. &#xD;
&#xD;
&#xD;
Instead, scores of Chicago Public School principals scramble each summer to &#xD;
fill vacancies. &#xD;
&#xD;
&#xD;
About 100 Chicago public schools are the hardest hit. They lose one-third of &#xD;
their teachers each year, according to a report released today by the &#xD;
University of Chicago's Consortium on Chicago School Research. And it just &#xD;
gets worse as time goes on. &#xD;
&#xD;
&#xD;
Every three years, 100 Chicago schools, largely the same ones with those &#xD;
high annual turnover rates, lose more than half their teachers, the &#xD;
researchers found. &#xD;
&#xD;
&#xD;
Teacher turnover is a problem citywide -- within five years, the typical &#xD;
Chicago school loses half its staff -- but it's most acute in schools that &#xD;
need the stability the most: schools with mostly low-achieving, extremely &#xD;
poor and largely African-American students. &#xD;
&#xD;
&#xD;
This forces these schools onto a vicious, seemingly unstoppable treadmill. &#xD;
Each year, they frantically search for teachers and then train them, only to &#xD;
start again less than 12 months later. &#xD;
&#xD;
&#xD;
It also creates a crushing paradox. Schools get beat up year after year for &#xD;
low scores, as they should, but it's the low scores and associated stigma &#xD;
that drive away staff. And without stable staffing, it's tough to set up &#xD;
quality programs, train staff and build a school culture that allows for &#xD;
change. &#xD;
&#xD;
&#xD;
So how do you get off the treadmill? &#xD;
&#xD;
&#xD;
The U. of C. researchers first identified the markers that predict high &#xD;
teacher turnover -- low test scores, race and poverty. But they also &#xD;
carefully described the actual day-to-day conditions that drive teachers &#xD;
away. &#xD;
&#xD;
&#xD;
In high schools, for example, student behavior -- bad behavior, that is -- &#xD;
is the strongest predictor of teacher turnover. In elementary schools, it's &#xD;
student behavior as well, but also weak parental involvement. &#xD;
&#xD;
&#xD;
"More than half your day sometimes can be spent trying to maintain order in &#xD;
the classroom," said Clarissa Williams, a special education teacher at &#xD;
Altgeld, a low-income elementary school in Englewood. "If you get to teach &#xD;
something that day, you feel lucky a lot of times." &#xD;
&#xD;
&#xD;
But Williams is sticking it out. She just finished her third year at &#xD;
Altgeld, putting her in the minority among teachers in all-black, low-income &#xD;
schools. A key factor, she said, was the intensive mentoring she got her &#xD;
first two years through the Chicago New Teachers Center, which works with &#xD;
teachers in high-need Chicago public schools. &#xD;
&#xD;
&#xD;
Because of successes like that, Ron Huberman, Chicago schools CEO, plans to &#xD;
extend that mentoring to all new teachers, as many as 700, this fall. Now, &#xD;
just 350 teachers get intensive coaching. &#xD;
&#xD;
&#xD;
He's also piloting an effort that will bring new teachers into schools in &#xD;
clusters of three to seven, hoping that will provide instant, built-in &#xD;
support. And, he told us, he's exploring paying top teachers extra to come &#xD;
-- and stay -- in high-need schools. &#xD;
&#xD;
&#xD;
These ideas sounds promising, particularly the incentive pay. We worry, &#xD;
though, about keeping up the quality of the mentoring program, given its &#xD;
expansion in just a few months. Other mentoring programs have started with &#xD;
great fanfare but have produced little. &#xD;
&#xD;
&#xD;
Huberman admits these initiatives don't get directly at the core problems &#xD;
identified in the U. of C. report: bad student behavior, dysfunctional &#xD;
school cultures, social problems kids bring to school. &#xD;
&#xD;
&#xD;
He tells us a "bold safety and security" plan due in August will take on &#xD;
some of those issues. &#xD;
&#xD;
&#xD;
This page -- along with the dozens of principals who scramble each year to &#xD;
find teachers -- is waiting with keen interest to hear what he has in mind. &#xD;
*  *  When the Blood of Black and Latino Children Is Running in the Streets &#xD;
of America, Where Are the Men? &#xD;
* &#xD;
Now is the time for men to take to the streets of America as Community Peace &#xD;
Patrollers to help protect our children, to bring "Peace to the Hood" and to &#xD;
bring hope back to the people of America! &#xD;
  With 41 Chicago children killed in the past 10 months, where are the men &#xD;
who are willing to simply walk up and down a street? &#xD;
&#xD;
&#xD;
Policing, by itself, as the major crime-prevention strategy in American &#xD;
cities, does not work!!! &#xD;
&#xD;
&#xD;
The Obama White House response to the violence in Chicago as told to the &#xD;
Wall Street Journal by senior advisor Valerie Jarrett was, "The government &#xD;
will provide an unprecedented level of support for law enforcement...." &#xD;
&#xD;
&#xD;
"An unprecedented level of support for law enforcement" will not and cannot &#xD;
stop the violence that is destroying America from within. A report from the &#xD;
justice Policy Intitute says, " &#xD;
 Large-scale arrest-and-imprison initiatives often show short-term gains but &#xD;
make gang problems worse." &#xD;
&#xD;
&#xD;
The issue of Black and Latino children dying in the streets is not only a &#xD;
Chicago issue, it is an American issue!  Every city and many small towns &#xD;
have this same problem: children dying in the streets. &#xD;
&#xD;
&#xD;
According to the Centers for Disease Control and Prevention, about 6000 &#xD;
children and youth are murdered every year, but the blood of Black and &#xD;
Latino youth that runs in American streets has received little response from &#xD;
the White House. &#xD;
&#xD;
&#xD;
Until President Obama provides national leadership and federal attention on &#xD;
this issue--not just "support for law enforcement"--this carnage will &#xD;
continue. &#xD;
&#xD;
&#xD;
In the old west, when the law could not or would not protect the people, the &#xD;
people organized to protect themselves.  *Now is the time for men to take to &#xD;
the streets as Community Peace Patrollers to help protect our children, to &#xD;
bring "Peace to the Hood" and to bring hope back to the people of America! &#xD;
* &#xD;
&#xD;
&#xD;
We are not the police.  We will not pretend to be the police.  And we &#xD;
will not act as police.  We are men from the community who will work to &#xD;
bring peace to the community by: &#xD;
&#xD;
&#xD;
   - walking American streets in squads of six &#xD;
   - delivering life-improving information to young people in desperate &#xD;
   situations &#xD;
   - talking to and mentoring youth &#xD;
   - becoming a model of hope for struggling communities &#xD;
   - bringing a sense of peace and security back to violence-ridden and &#xD;
   war-torn communities &#xD;
   - encouraging men in churches, fraternities, veteran's organizations, &#xD;
   Masonic orders, athletic teams, community organizations and other &#xD;
   natural-assembling bodies to stand up and be men of service, hope and action &#xD;
   to our children, to our communities and to our America &#xD;
&#xD;

 A surprising number of teenagers - nearly 15 percent - think they're going &#xD;
to die young, leading many to drug use, suicide attempts and other unsafe &#xD;
behavior, new research suggests. &#xD;

CHICAGO* - A surprising number of teenagers - nearly 15 percent - think &#xD;
they're going to die young, leading many to drug use, suicide attempts and &#xD;
other unsafe behavior, new research suggests. &#xD;
&#xD;
&#xD;
The study, based on a survey of more than 20,000 kids, challenges &#xD;
conventional wisdom that says teens engage in risky behavior because they &#xD;
think they're invulnerable to harm. &#xD;
Instead, a sizable number of teens may take chances "because they feel &#xD;
hopeless and figure that not much is at stake," said study author Dr. Iris &#xD;
Borowsky, a researcher at the University of Minnesota. &#xD;
&#xD;
&#xD;
That behavior threatens to turn their fatalism into a self-fulfilling &#xD;
prophecy. Over seven years, kids who thought they would die early were seven &#xD;
time more likely than optimistic kids to be subsequently diagnosed with &#xD;
AIDS. They also were more likely to attempt suicide and get in fights &#xD;
resulting in serious injuries. &#xD;
Borowsky said the magnitude of kids with a negative outlook was eye-opening. &#xD;
* &#xD;
'Great opportunity'* &#xD;
&#xD;
&#xD;
Adolescence is "a time of great opportunity, and for such a large minority &#xD;
of youth to feel like they don't have a long life ahead of them was &#xD;
surprising," she said. &#xD;
&#xD;
&#xD;
The study suggests a new way doctors could detect kids likely to engage in &#xD;
unsafe behavior and potentially help prevent it, said Dr. Jonathan Klein, a &#xD;
University of Rochester adolescent health expert who was not involved in the &#xD;
research. &#xD;
&#xD;
&#xD;
"Asking about this sense of fatalism is probably a pretty important &#xD;
component of one of the ways we can figure out who those kids at greater &#xD;
risk are," he said. &#xD;
&#xD;
&#xD;
The study appears in the July issue of Pediatrics, released Monday. &#xD;
&#xD;
&#xD;
Scientists once widely believed that teenagers take risks because they &#xD;
underestimate bad consequences and figure "it can't happen to me," the study &#xD;
authors say. The new research bolsters evidence refuting that thinking. &#xD;
&#xD;
&#xD;
Cornell University professor Valerie Reyna said the new study presents "an &#xD;
even stronger case against the invulnerability idea." &#xD;
"It's extremely important to talk about how perception of risk influences &#xD;
risk-taking behavior," said Reyna, who has done similar research. &#xD;
&#xD;
&#xD;
Fatalistic kids weren't more likely than others to die during the seven-year &#xD;
study; there were relatively few deaths, 94 out of more than 20,000 teens. &#xD;

National survey* &#xD;
&#xD;
&#xD;
The researchers analyzed data from a nationally representative survey of &#xD;
kids in grades 7 to 12 who were interviewed three times between 1995 and &#xD;
2002. Of 20,594 teens interviewed in the first round, 14.7 percent said they &#xD;
thought they had a good chance of dying before age 35. Subsequent interviews &#xD;
found these fatalistic kids engaged in more risky behavior than more &#xD;
optimistic kids. &#xD;
&#xD;
&#xD;
The study suggests some kids overestimate their risks for harm; however, it &#xD;
also provides evidence that some kids may have good reason for being &#xD;
fatalistic. &#xD;
&#xD;
&#xD;
Native Americans, blacks and low-income teens - kids who are &#xD;
disproportionately exposed to violence and hardship - were much more likely &#xD;
than whites to believe they'd die young. &#xD;

										&lt;div&gt;SYRINGE SONG: HIV prevention advocates protest what they say are inadequacies in Obama's budget.&#xD;

A week ago, Jeffrey Crowley, director of the White House Office of National AIDS Policy, spoke to a group of HIV/AIDS prevention and treatment advocates at the 10th annual HIV Prevention and Outreach Summit, hosted by Philadelphia FIGHT, a local HIV/AIDS service organization.&#xD;
&#xD;
It was the first time a White House representative had ever attended the event, and after years of AIDS policies sometimes influenced by conservative religious notions rather than data, many in the AIDS prevention community have looked at President Barack Obama's election as a moment of great opportunity.&#xD;
&#xD;
&#xD;
Crowley was indeed received warmly. But he might have had a better reception still if he'd shown up a few weeks earlier, before Obama revealed his budget.&#xD;
&#xD;
Following Crowley's speech, a member of the audience asked the director why the president did not ask Congress to lift a decades-old ban on the use of federal funds for syringe exchange programs — a ban which, during his campaign, Obama had said he would end.&#xD;
&#xD;
"The president has a belief that we should lift the federal ban. ... Some people, I know, were disappointed that in the context of our budget we didn't do that," Crowley acknowledged.&#xD;
&#xD;
"In a number of areas," he continued, "not just around syringe exchange, but choice, stem cell research — he's said we will advance our policy goals separately from the budget."&#xD;
&#xD;
For some in the audience, the subtext was familiar and frustrating: Syringe exchange, Crowley seemed to be acknowledging, is a touchy subject — too touchy right now.&#xD;
&#xD;
"I was furious," says Sam Sitrin, who works for Prevention Point, the nonprofit that runs Philly's only city-sanctioned needle exchange. "To say that it's too controversial to help people get services that will save their lives, it's unacceptable."&#xD;
&#xD;
The controversy around needle exchange is endlessly frustrating for advocates, because the data is so uncontroversial. An abundance of studies have shown that needle exchange programs prevent HIV and Hepatitis C infection among needle drug users; plenty of data also shows the programs don't encourage drug use. This much has been recognized before by the White House, under President Clinton's administration, which nonetheless failed to lift the ban.&#xD;
&#xD;
Jane Shull, executive director of Philadelphia FIGHT, acknowledges the frustration, but thinks the administration may have reason to proceed carefully.&#xD;
&#xD;
"The Clinton administration ... tried to lift the ban on LGBTs in the military and we ended up with 'Don't Ask, Don't Tell,' which was a disaster," Shull says. She thinks Crowley's message was that the administration just needs a little more time.&#xD;
&#xD;
"'Give us a chance to do what we need to do to lift [the ban],' — that's not what he said, but that's how I interpreted it," Shull says of Crowley's remarks.  http://www.citypaper.net/articles/2009/07/02/needle-in-a-haystack &#xD;

At a rally this Tuesday, about 100 activists called on the government to lift the ban, and right two additional perceived wrongs. They want more money for Housing Opportunities for Persons with AIDS (HOPWA). Some 600 people in the region receive aid for housing through the program, says Paul Chrystie, director of communications for the city's Office of Housing and Community Development. The rental-assistance waiting list, however, currently hovers at about 150 people, and Obama flat-funded the program this year.&#xD;
&#xD;
"Obviously if there were more funding, we'd be able to get people off the waiting list," Chrystie says.&#xD;
&#xD;
Activists also want the U.S. to deliver on a promise made last year for $50 billion over five years to fight AIDS, as well as tuberculosis and malaria, around the world. Obama's budget offers only about $5.6 billion of the roughly $10 billion it would take to meet that goal.&#xD;
&#xD;
"We've come up with $9 trillion for banks, just like that," points out Kaytee Riek, rally organizer and volunteer for ACT UP.&#xD;
&#xD;
But perhaps what's so maddening to the HIV/AIDS prevention community when it comes to syringe access is that the ban isn't about more money.&#xD;
&#xD;
Prevention Point Executive Director José Benitez feels the impact on his organization's needle exchange program, which serves 3,700 people annually and has results to show: According to the city AIDS Activities Coordinating Office, the number of cases of HIV/AIDS likely resulting from drug use has declined significantly in Philadelphia — the only cause of infection for which this is true.&#xD;
&#xD;
Federal funding, Benitez says, could allow programs like his to reach more people.&#xD;
&#xD;
"It just doesn't make sense to have a policy that doesn't let us expand," he argues. "While politics are going on, there is an urgency out here to save people from new infections."&#xD;

										&lt;div&gt;    This old war horse has lived to see the next generation stand and take control, my thanks to each and everyone one of you for coming into my life and allowing me to take a step back or two so that the new brilliant minds can carry the load, and lead us to victory.&#xD;

    I would like to thank my two partners that helped me and Ruth picket the school district headquarters , Ronald Shipman Scott (wm penn comprehensive daycare alumni class of 2002) and (Bobby Shipman IV) both did what they could to get the staff and visitors at the District to take notice.         Thank you to all those who canvassed/Rallied (Monica, Angella, Michelle, Keith, Ronald, Tamara, Allison, Ms. Ruth, Ms. Dyson) in the rain or shine, while talking to people who may of had doubts. To the 1,000's who signed the petitions on and offline. Thank you to all those who attended Tuesday meetings, made phone calls, spoke about the issue at the water cooler, at work, in church or in the neighborhood. The issue was on everyone's lips. Reverend Johnson for your wise words and consistency. All the people we don't see, but support by writing blogs and communicating on Facebook.  Thanks to the media leaders Micah Simms, Elisha B. Morris, Gabriel Bryant, Maisha Sullivan, other sources. Our online push (Thank  you Antoinette, Rashad, Aashir, Bob Shipman, Moses Mayes) power has grown to a community of 1,000 over one month, database of 1500 over two months, and pride within the community that is immeasureable.  I was at a restaurant last night and the waitresses were talking about William Penn, relating the William Penn School staying open to opportunities to keep working. Surrounding small businesses that may of otherwise closed when anti-community development arrived have a stake at the public school staying open. William Penn's Revitalization means an opportunity to discuss economic equity and redevelopment in our communities as well.&#xD;
         &#xD;

        We have captured some great footage and a treatment for the Save William Penn Documentary (thanks to Johnathan Centeno, Aisha Winfield), and proposal/articles (thanks to Akilah Green, Weldon Mc Williams, so many others). Thank you to the Philly Student Union-Erika Almiron and her students for taking interest and recommending great ways to engage young people.&#xD;

It is extremely important to document the process-happenings. It happened so fast, and keeping the pulse of how it happened is key. In addition, we need to continue to canvass, build our online community, grow our alumni, parent, student, and community support-and keep a steady management of the issue as it develops. —SEVERAL SACRED COWS stand across the green path. Health insurance is dead weight on Philadelphia’s green future, diverting taxes from schools, swimming pools, libraries, clinics, and retrofit. Automobiles (even small ones) poison water, air, budgets and foreign policy. Streets least used can be gradually reclaimed for trolleys, bikes, emergency vehicles, gardens and play. Sewerage sends poop and pills into our rivers, basements, fisheries and bodies. There are clean alternatives. Consumers have been trained to demand lifestyles that will ruin our grandchildren. Schools should be teaching creativity more than obedience. Media need to respect the future. Population increase is less urgent than equity.&#xD;

—[REPLY] There are lots of problems to fix, and lots of ways to fix them.  You’ve taken the first step by listing some issues important to you.  Next, research how other communities have solved the problem/s.  Then imagine solutions specifically for West Chester: legislation, education, incentives, alternatives.  Then find a few who agree with you (letter to editor, tabling in public places, flyers on bulletin boards, etc).  Then hold your first core group meeting and gather more ideas.  Start a group: give it a name easy to remember, like POP, PIF, Chesters Opposing Waste (COW).  Then announce your first public meeting.  Keep pushing: Yes is the only right answer. The cynically misnamed "Performance Rights" legislation will not benefit performers.  It will extract a premium from radio broadcasters, killing some, and transforming others for the worse.  It will create another piece of "intellectual property" which the recording industry is poised to benefit from at the expense of artists, radio broadcasters and the public, and legaiize payola.  And once the performance rights toll booth is established in broadcast radio, it can and will be deployed elsewhere.  HR 848 is bad news for broadcasters, bad news for artists, and bad news for almost everybody.&#xD;

Will Saving Black Radio Save Local News And Public Service?&#xD;
A few weeks ago Radio One founder Cathy Hughes, echoed by Tom Joyner and dozens of other radio personalities, sounded the alarm. HR 848 they cried, a bill to make stations pay a “performance rights” fee for every song played, was a mortal threat to black radio. In a widely circulated blog post which was echo-blasted to everybody on any Radio One email list, Hughes cited black radio's stellar contributions of news, diversity and local content as reasons why African American communities should rally to protect it. She even claimed black talk and gospel were “money losing formats” as if these were public services and tithes offered out of Radio One's bottomless reservoir of corporate good will.&#xD;
The laughter was pretty hard to suppress. Commentators like Paul Scott and Mark Anthony Neal ran columns titled “Should We Save Black Radio?” and “Should Black Radio Die?” to which they answered “probably not” and “maybe.” The widely known fact, as BAR's Glen Ford pointed out six years ago in “Who Killed Black Radio News” is that Radio One led the industry in purging news, public service and local content of all kinds from its airwaves in favor of cheap, syndicated, uninformed talk, mostly about celebrities and relationships. Radio One's payola-influenced playlists are indistinguishable from its white-owned black radio competitors. Perhaps to protect their audiences from too many confusing facts, Tom Joyner, Cathy Hughes and the rest of the "save black radio" posse never mention that white broadcasters, the National Association of Broadcasters in fact, are just as opposed to HR 848 as they are, for most of the same reasons.  So the truth is surely more complicated than Cathy Hughes and her posse would have us believe.&#xD;

This is a new training called Home Performance 101 that will allow contractors to participate in the new Keystone HELP loan/rebate program. They will need to become an approved contractor through AFC First Financial as well as attend this one-day training and pass an open book test at the end. Once all that is completed they will be designated a “trained contractor” by the state and will be searchable in a database that Keystone HELP keeps for eligible contractors across the state. They cannot participate in the majority of the work under the State’s new loan program without this training. We want to get the word out to as many Philadelphia area contractors as possible and we are hoping you will send this to your lists. Attached is the invitation to the trainings, with information about how to register and find a training near you. There is also a contractor kit to aid them in starting the process of becoming “approved” with AFC First. &#xD;
