Howdy, I just had a couple great ideas:

1) You know how most of the FCC complaints in 2003 came from one group ( www.google.com/url )? It doesn't seem like it would be hard for normal people to generate an equal amount of complaints. 240,000 is not that many when you consider there are more than 1000 times that many people in the US.
